1 Syllabus

  • Ethics and Human Interface — essence, determinants, consequences; dimensions of ethics; private and public relationships.
  • Human Values — lessons from leaders, reformers, administrators; role of family, society, educational institutions.
  • Attitude; aptitude and foundational values for civil service; emotional intelligence.
  • Contributions of moral thinkers (as relevant).
  • Public/Civil service values; probity; codes; RTI; citizen charter; corruption challenges.
  • Case studies on the above.

2 Previous year questions (PYQs)

Typical Ethics PYQ themes:

  • Define and distinguish (integrity vs honesty, attitude vs aptitude).
  • Emotional intelligence in office conflict.
  • Probity, conflict of interest, gifts, social media by civil servants.
  • Case studies: disaster relief, communal tension, pressure from political executive, whistle-blowing.

Official papers:

4 Strategy

  • Theory: 30–40 keywords with your own one-line meaning and one example.
  • Case studies: stakeholders → facts vs values → options → chosen option → safeguards.
  • Avoid preaching; show a feasible administrative step.
  • Practise under time; GS-IV is lost by incomplete case studies.

5 Common mistakes

  • Filling pages with quotes and no application.
  • Illegal or cinematic options in case studies.
  • Ignoring theory questions because case studies feel more “scoring”.
  • Never getting copies evaluated.

6 Answer-writing example

Sample case (abridged): A district officer is pressured to clear a factory that would pollute a river used by downstream villages. Outline your approach.

Stakeholders: residents, workers, investors, political executive, constitutional oath.

Values: integrity, compassion, environmental justice, rule of law.

Options: blind clearance (reject); stall without process (weak); apply consent/EIA, public hearing, monitoring, alternative siting (prefer).

Close: Communicate legally; document; offer livelihood alternatives if a project is modified.
